Revisits the early-1990s actions of the Tutsi-led Rwandan Patriotic Front (RPF) rebels, who, encouraged by international support, violently challenged the Hutu state to such a degree that it responded with mass extermination. The aim is not to excuse or justify the Rwandan tragedy but rather to more comprehensively illuminate its origins. The findings, based on interviews with former Tutsi rebel leaders as well as on the historical, regional, political, & ideological developments that led to open conflict, demonstrates that the rebels anticipated that their actions would incite genocidal responses but regarded such as a tolerable means to the end of achieving power. 1 Table, 2 Figures, 28 References.
