Discusses the South Bay labor council's efforts to organize in Silicon Valley, a key example of the challenges the labor movement faces in light of the new global information economy & the relevance of regions to it. Some background is provided on the new knowledge economy before turning the focus to Silicon Valley, indicating the precarious nature of labor, which is a function of fast-growing, innovative economic sectors like information technology. In this light, the South Bay central labor council pursued parallel tracks to rebuild organized labor's presence: strengthen the core capacity of the labor movement & to strengthen its political capacity. Working Partnerships, an independent research & advocacy institute established with the help of the labor council, is described, along with the Community Economic Blueprint, an attempt to underwrite development with community-based initiatives. The South Bay AFL-CIO also recognizes that the new economy might call for new models of worker representation, particularly with respect to temporary workers. For the community & its workers to achieved prosperity, central labor councils must lead in coordinating broad movements that transcend narrowly conceived labor interests. J. Zendejas
