These families in Cardiff have a delinquency rate eight times the average for that city & twice as high as other families living in similar areas of the city. Further, the recidivism rate of delinquents from problem families is higher than the rate of a control group selected from a similar area (64% vs 42%). From this evidence it is concluded that 'poverty delinquency' is home & not area centered. It is further suggested that material deprivation (measured by a scale) & emotional insecurity (measured by the Gluecks' Social Prediction Table) are the features of the problem families important in the aetiology of delinquency.
