The Berlin citizen juries of 2001-2003 represented an innovative & far-reaching experiment in citizen participation: innovative because participants were partly chosen by random selection in order to set up a "representative" group of citizens; & far-reaching because "ordinary citizens" were not bound to a merely consultative role, but could directly allocate 500,000 euros. What are the theoretical implications of this random selection procedure, especially with regard to conceptions of representation based on the idea of a "mirror" representation?
