  • Examines the impact of student & staff racial minority composition on MI public school districts' educational practices since 1978, when the State Board of Education established a policy position on multiculturalism. In survey questionnaires collected 1996/97 from 48 school districts, 16 districts reported they were aware of state policy & had adopted their own, but only 3 had district-level guidelines for implementing multicultural education. Racial & ethnic diversity was perceived as the essence of multiculturalism, independent of the relative presence/absence of minority students in the district, per chi-square tests. Affirmative action policies were positively related to presence of minority teachers & to federal mandates, more than an espousal of multiculturalism. Districts with multicultural policies in place were significantly more likely to encourage teacher sensitivity to multiculturalism; presence of minority students did not influence sensitivity. It is concluded that legislative mandates & funding are required if multicultural policies are to become more widespread in local school districts. 3 Tables, 46 References. M. Pflum
