The paper applies Flying Geese Model framework to analyze nature, scale & structural characteristics of relocation via FDI from EU-15 to new member states (NMS). The existing stock of efficiency-seeking FDI in the NMS, which is the main channel for relocation, is rather small in terms of overall outward FDI of EU-15. Also, a high level of foreign penetration in the NMS limits the future scope for relocation. In terms of the structural aspect of relocation, efficiency-seeking FDI in the NMS is increasingly in medium tech & in lower end segments of high tech industries, while the attractiveness of these countries for low tech labour intensive production is gradually vanishing. This indicates the potential of inward FDI for the restructuring of NMS economies in the direction of more technologically intensive industries. In the past, Slovenia has not used this potential.
