  • Greater regulation of toxic substances with a propensity to bioaccumulate is advocated, is considered technically feasible, and can be realized in the near term at reasonable cost. A shift in emphasis and approach rather than more regulation is needed. Changes that can allow a reduction in the regulatory burden that would stem from continued reliance on current approaches are identified after a review of the general properties of bioaccumulating substances. The log P screening technique is touted for use in testing drinking water, polluted groundwater, treated wastewater, and solid waste extracts to determine the presence of chemicals likely to bioaccumulate. Relevant legal issues in the use of this technique to test and regulate contaminated samples for potential to bioaccumulate are addressed.
