The article investigates and compares the European Union (EU) and the ascended Central and Eastern European nations' economic consolidation process. The author examines the decline through the transformation process through existing productivity and income differentials between the EU-15 and those of (MOEL) i.e. Mittel and Ost- Europaische Lander -- Central and Eastern European nations. The authors also review institutional basic conditions between both groups of nations, direct investment regarding the risk involved, and an internal discussion regarding ascendancy. The authors also search for solutions to EU-wide crises management through both the ESFS and ESRC, the contributions of social welfare programs regarding insurance and employees incomes; as well as the reduction of macro-economic imbalances of both regions.
