• If and when the logic of Maastricht works itself out in the direction of a single European foreign and defence policy, the EU will become the core of the Organization for Security and Co-operation in Europe, the hegemonic member for every task and purpose of the organisation. There will no longer be any need for NATO, no matter how far east it expands, and the USA will no longer have a core role to play in European security. The sooner that happens, the happier the US public ought to be.
