  • In recent years, following the advent of personal computers and data communications, a computer counterculture has emerged. The computerized future of the new visionaries is marked by democratization and decentralization. A debate has raged for some 30 years as to whether computerization would result in a greater concentration of decision authority among a few players at an organization's top or disperse decision authority down and outward. Four positions have emerged: 1. Organizational computerization leads to centralization of the decision authority structure. 2. Organizational computerization leads to decentralization. 3. No inherent relationship exists between computerization and the decision authority structure. 4. Organizations shape computerization to conform to their prevailing decision authority structures. A relationship indeed can exist between computing and centralization in an organization. However, it is filtered through the organization's history, context, and power structure.
