  • Tony Kirby reports. 20 years have passed since WHO Framework Convention on Tobacco Control (FCTC) came into existence, and today almost all countries in the world are signatories, with a few notable exceptions such as Argentina, Morocco, and the USA. To help implement the convention as widely as possible, WHO is also monitoring country progress in all areas of tobacco control using its MPOWER package, introduced 15 years ago, which covers monitoring, smoking bans, cessation support, health warnings, mass media engagement, tax as a proportion of cost, and overall affordability of tobacco. WHO is also closely monitoring innovations in tobacco control, such as Canada's plan to put health warning labels on every individual cigarette, and New Zealand's newly introduced legislation aiming at a tobacco-free generation, which will stop anyone who was born in 2009 or later (currently individuals aged 13–14 years) ever being able to buy cigarettes.
