Education, commonly perceived as a path to upward mobility, is the best means to get women off welfare. Most women on welfare use it as an access to a college degree to gain greater leverage for better-paying jobs. However, the laws passed in the 1980s and 1990s have gradually curtailed that access until the Personal Responsibility Act it was limited to vocational education. On the whole, welfare reform has helped put in place parts of Reagan's 1980 economic recovery program, which called for cheap labor, the restoration of the traditional family and the reduction of the welfare state.
