The economic anxiety felt by many Americans earlier in the decade faded as unemployment fell, the stock market climbed, and the federal budget deficit melted away. Some of the fear generated by layoffs and downsizing receded. But there is ample reason to believe that anxiety will resurface in the next recession. The nation's economy is fundamentally different from what it was two decades ago. Among policymakers and economists as well as the general public, old understandings of jobs and careers, of the role of the state and employers in safeguarding economic security, and of the organization of production seem outdated. But no new, widely shared understandings have emerged to take their place.
