• Sheer scale and complexity of the issues; issues around the evidence base, making it difficult to build a case for return on investment; interventions not on a big enough scale and/or for long enough; concerned actions may increase inequality if not well targeted; securing partner buy-in, particularly at times of significant financial challenge, and for an issue seen as complex and long term; competition from other challenges, particularly if there is a perceived conflict with issues such as economic growth and planning; 'silo working' and 'silo thinking'; and pressures on workforce knowledge and capacity. Key Learning so Far Work to date suggests that creating and sustaining a whole systems approach to obesity has five main elements, bearing in mind that by its nature it is about long term, continuing improvement rather than a set end point.
