• Upgrading EPA to federal cabinet status, as proposed by President Bush, would reflect the importance of the agency as part of the government and environmental protection as a national priority. Creation of a cabinet-level Dept of the Environment also creates a durable commitment and would assure equality of the EPA administrator with other cabinet chiefs. More tangible benefits from reorganization would arise if EPA's upgrading were accompanied by a strengthening of its capabilities. Transferring substantial parts of NOAA to the new department is advocated as a means of rendering the revised agency a substantially stronger institution.
