John Locke, as one of the most important ideologists on modern constitutional democracy, based his ideas in Two Treatises of Government to criticize the "divine right of kings" and build up the idea of "limited government". Especially the Book II had a great influence on the development of constitutionalism. It could be said that such influence of Locke created today's constitutional theory.
