• The former venture capitalist's long tenure in the national political arena, beginning with his failed 1994 Senate race against Sen. Edward Kennedy, D-Mass., offers a lengthy record for voters to judge. Long term, he wants an overhaul of the tax system that would include lowering corporate rates from 35 percent to 25 percent; eliminating taxes on dividends, capital gains, and interest for anyone who earns under $200,000; and switching to a territorial tax system, which would tax only income earned within the U.S. He also wants to trim the federal workforce by 10 percent through attrition; restructure all entitlement programs; and cap spending at 20 percent of gross domestic product.\n He has also suggested allowing workers to create "add-on" investment accounts that would supplement their Social Security benefits.
