  • Whether seen on the national or international level, rivers are common natural resources to be shared equitably by co-riparian states, counties, municipalities or other political entities for their socio-economic and industrial development and for the well-being of their populations. Equitable sharing implies joint management of a river system by all the co-riparians for their common benefit. But each river system is unique in terms of administrative, demographic, and institutional structures, resource distribution and disposition, and technical and financial capabilities. There are no universally applicable precedents or principles, or uniformly adoptable institutional models for international river management. Harmonious development of a river basin involves planning for the whole basin as a system. This includes adequate attention to the various interactions between soil, water and vegetation. The innumerable variables involved necessitate the application of such methodologies as systems analysis and simulation modelling. Attempts to evolve such methodologies in the context of river basin development are few and far between.
