The notion of neutral powers has essentially found three institutional expressions in democratic regimes : the presidency, the constitutional jurisdiction and, more recently, the regulatory authorities. These bodies have appropriated the concept of neutrality in a particular fashion and have defined their role with a concern for the restoration of a proper institutional balance. The corrective actions introduced by these neutral powers have determined both their legitimacy and the harsh criticisms they inspire. //ABSTRACT IN FRENCH: La notion de pouvoir neutre a connu essentiellement trois traductions institutionnelles dans les régimes démocratiques : la présidence, la juridiction constitutionnelle et plus récemment les autorités de régulation. Ces instances se sont approprié dune manière particulière le concept de neutralité et ont défini leur rôle en fonction dun équilibre institutionnel à restaurer. Cest dans les correctifs que ces pouvoirs neutres réalisent que résident à la fois la légitimité de leur pouvoir, mais aussi les critiques très vives quils inspirent.
