Trubowitz and Seo explore how and when America's party leaders politicize Sino-American relations. They seek to advance an argument about when China becomes a divisive electoral issue in American politics. Generalizing from their earlier work and from theories of wedge politics in American politics, they argue that foreign policy setbacks create strategic opportunities for the party out of power to put the president and his party on the political defensive. Leaders are especially prone to play what they call "the China card" in response to setbacks in Sino-American relations-policies that the public deems to be misguided and wrongheaded.
