- There is a need to acknowledge local agency and empowerment as one of the foremost challenges of contemporary peacebuilding practice. If a special commission were to rewrite "An agenda for peace" to incorporate lessons from the last 20 years of peacebuilding experience, its authors would be well advised to "localize peace" -- that is, to partner with local actors to tap indigenous peace resources and energize context-specific peace processes -- as a central goal of 21st century peacebuilding efforts.
