• The Libya crisis generated a massive influx of migrants and refugees in Tunisia and Egypt, which might be labelled a mixed migration crisis, and presented several new challenges to the humanitarian community. While the huge magnitude of the flows was not unprecedented, nothing approaching that scale had ever happened in the Mediterranean. The whole international community was taken by surprise, particularly in Tunisia which had never been affected by any substantial influx of refugees or displaced persons.
