• With the development of economy and society, governments at all levels have paid great attention to public services in that one important goal of a service-oriented government is to provide public services of excellent quality and high efficiency. Targeted at the connotation, structure and mechanism of public service network governance, this paper uses such methods as literature review and comparison to review in detail how the existing research abroad understands public service network governance and how the public service network governance is implemented. Such a review may lead us to the following implications and lessons, namely, in order to realize the public value, it is suggested that our public service reform should base itself on the theory of network governance, handle well the responsibilities of multiple subjects, and apply such mechanisms as negotiation and trust to balance the stakeholders' interests and aspirations.
