• The Euro-Mediterranean Partnership Initiative was designed to create a zone of peace and prosperity in the Mediterranean basin. Its inspiration was derived from the Helsinki Conference of 1975 which ultimately led to the end of the Cold War, but which was also mediated through the CSCM (Conference on Security and Cooperation in the Mediterranean) proposal made in 1990 by Spain and Italy. Its objectives were expressed through three baskets of measures - on political change and collective security; social and cultural issues; and economic development. The economic dimension was the most detailed. This paper is intended to set the scene for such a discussion of progress to date and will focus primarily on the economic aspects of the Barcelona process. (Original abstract - amended)
