  • The study of street-level bureaucrats has been an important topic of research in public administration since the publication of Michael Lipsky's (1980) Street-Level Bureaucracy. Lipsky defined street-level bureaucrats as the individuals who work on the frontlines of government and argued that they cannot be ignored as agents of policy change and decision making. As the primary implementers of policy for the clients whom they serve, they fundamentally affect the ways in which citizens experience government. Public servants, particularly frontline workers, often feel that their work is underappreciated by the public at-large, partially due to the problem of measuring their impact.
