has been investigated in bulk samples and coarse and fine powders with varying average particle size 〈
L
〉. The shape of PL spectra and PL decay time are found to depend strongly on 〈
L
〉 at large 〈
L
〉 ≥ 500 μm. In fine powders with 〈
L
〉 ≤ 200 μm the PL decay time does not depend on 〈
L
〉 and is very close to the theoretical calculation of the lifetime using the Judd–Ofelt theory. In addition, the PL spectra do not depend on 〈
L
〉 ≤ 200 μm, and the shape of spectra closely follows the predictions of McCumber theory. The 〈
L
〉-independent decay time values and PL spectra are observed only in fine powders with 〈
L
〉 ≤ 200 μm.
