The three film versions of The Maltese Falcon provide snap shots of the department in action: first in its formative years before the Studio Relations Committee became the PCA; second, shortly after the MPPDA, Hays and Joe Breen asserted greater control over the path of films through the PCA to distributors; and third, when the rules had become internalized as routine by the industry, loosened where pressures on the industry had evolved, as with the passing of alcohol from the top tier of socio-political imperatives.
