Decentralised, self-organised cross-border activities increasingly shape global policy making. While state actors have lost ground, policy and economic networks have emerged as key actors. We concentrate on the role of norm building and norm implementation by transnational networks. These networks are neither reduced to the articulation of particular interests nor to the particular resolution of conflict or the implementation of existing law, but they are themselves centrally engaged in norm building. Such networks can present themselves as the corrective model of a democratic world, as opposed to globally acting companies or denationalized nation-state executive powers/authorities. These networks have the potential to become adequate carriers of a civilization of globalization. [PUBLICATION ABSTRACT]
