Reviews the book, Theorie und qualitätsbeurteilung psychometrischer tests ( Theory and assessment of the quality of psychometric tests) by H. Meyer (2004). The author's aim in this book is to enable the student as future test user to understand a test's development and to read and critique a test manual, so as to avoid using tests that do not meet standards. The first part of the book examines questions concerning psychological properties and their measurement; and the differentiation of fundamental measurement, indirect measurement, and measurements by fiat. The psychometric concepts of reliability, validity, and normalizing are treated thoroughly, as are more practical concerns such as how true value can be derived from the raw value and how test profiles can be used to good effect. The author provides many examples, assignments, and exercises throughout the book, and parallel to this process, one can use the provided instrumentarium to analyze and critique a test of one's choosing. Only a basic knowledge of probability theory is presented. The formula-phobic student will need self-discipline to work through all the mathematical derivations and proofs.
