The Carl D. Perkins Amendments of 1990 have given vocational education both a challenge and an opportunity. The law requires integration of academic and vocational education. Integration has become a focal point for policymakers trying to meet the demands of the law and for vocational educators trying to find new roles for their vocational and academic programs. The incorporation of communication skills into all curriculum areas has become known as applied communication. The underlying philosophy is students learn through practice and application of competencies in a context-based curriculum. Eight integration models, examples of programs, and associated advantages and problems are presented. Three secondary high school applied communication programs are compared with application of Carl D. Perkins funds, school structures, program overviews, instructional units and timetables, and curriculum designs presented in template and narrative form.
