  • To assist educational administrators in developing a reliable instrument to predict an innovation's success or acceptability before major commitment of effort and resources, a hypothetical case study, dealing with the possible use of videotaped instruction for in-service training of education professionals distant from the originating campus, was presented to the entire faculty at a school of education in a large private research university. Faulty were asked to respond to a questionnaire, designed to measure their receptivity or opposition to such a proposal and to specific details of the proposal, and to participate in an open-ended, unstructured interview. Results were analyzed and evaluated according to two theories: the cosmopolite-localite theory referring to participant characteristics, and the theory of formative research, dealing with program characteristics. The cosmopolite-localite theory proved not to have great predictive value about attitudes toward innovation in this instance. Focusing on features of the innovation in a formative research approach appeared to have more practical application. For administrators and other decision-makers, the research offers several implications for most effective introduction of innovations in the future.
