  • The purpose of this study was to analyze and improve the instructional climate of East Side Elementary School, Hearne, Texas. Perceptions of the East Side Elementary School climate were surveyed using the Likert Profile of a School. The campus school personnel, school district administrators, and school board members were all surveyed, as required by the instrument. The required sample of twenty parents was also surveyed. The parents were selected using a stratified sample based on free lunch status and ethnic breakdown. The parent sample showed high means on nearly all of the items on the parent questionnaire, indicating that parents perceived a relatively open, participative climate and were generally satisfied with East Side Elementary School. Results obtained from the Profile of a School by Rensis Likert Associates were used to develop an action plan for improvement of the instructional climate of East Side Elementary School. The study found that: teachers felt that central staff could be more helpful and communicative; teachers felt that equipment and supplies were somewhat inadequate; and campus teachers and department heads felt that students had very little influence on the decision-making at their school. The action plan included two areas of concern: instructional leadership and financial support of instruction. The actions selected as responses for the three areas of concern referenced the work of Brookover and others (1982) and followed an in-service approach. For the area of instructional leadership, plans for the development of a campus leadership team were established. The Campus Leadership Team would be a vehicle to ensure financial support of instruction by surveying present equipment and supplies, disseminating information about present resources, and developing strategies for increasing resources.
