A facility for conducting reactor neutrino experiments has been constructed. The facility is adjacent to a 2000 MW reactor at the Savannah River Plant and is composed of a large passive bulk shield which is surrounded by an elaborate active shield composed of large liquid scintillators. Extensive background spectral information has been gathered with organic liquid scintillators, NaI(T1) scintillators, and intrinsic Ge detectors. Feasibility to observe inverse beta decay, deuteron disintegrations, and Li-7 excitations has been shown. Total cross section measurements can be achieved with a statistical accuracy of 9% within 120 days for inverse beta decay, 25% within 502 days for deuteron disintegration, and 14% within 300 days for Li-7 excitation. Several modifications to improve the above statistical precisions are offered. A new improved inverse beta decay detector, presently installed in the shield, is described.
