• Building co-operative institutions in order to modernise traditional agriculture is a complex and difficult problem because it touches on all elements of the surrounding socio-cultural environment. It is the purpose of this study to investigate the elements and processes involved in introducing a co-operative society by providing a conceptual and methodological format which addresses how a new institution is established, how it can be examined and whether it is supportive or not of such an innovation. The overall format of the study is established through a synthesis of literature from the fields of institution building, agricultural co-operatives, innovation-diffusion and rural sociology. An institution building approach is used with reference to the specific case of a new co-operative society in the three regions of Libya. Tripolitania represented by Jefara, Cirenaica by Benghazi Plain and Fezzan by Southern Oasis. The institution building "model" adopted provides the conceptual framework for determining the elements of the co-operative system and for establishing the conditions for "environmental support" with the larger socio-economic milieu. The methodology adopted is a cumulative one involving the collection of the data for this study from a sample of 88 farmers in the three regions of Libya.Additional information was collected from library sources, unpublished works and published studies. Government reports and documents of international organisations such as the United Nations were also important sources used in the study. The data were analysed by using computing facilities and descriptive statistical methods were used for the data handling. The analysis included presentation of the factual aspects of the survey and evaluation of the farmers' responses.
