The purpose of this research is to develop learning tools which include syllabus, Semester Learning Design, Teaching Materials and Assessment for CAM courses whose suitability has been tested. Requirement analysis in the form of relating to the change in the Competency-Based curriculum to the Indonesian National Qualification Framework curriculum automatically requires adjustments in many ways, for example, the assessment in the Competency-Based curriculum consists of 4 (four) components whereas the Indonesian National Qualification Framework curriculum consists of 6 (six) components plus cognitive assessment which have the biggest contribution. In the implementation of the Competency-Based curriculum, the tools are used in accordance with the Competency-Based curriculum. With the application of a curriculum based on the Indonesian National Qualification Framework it is felt necessary to develop learning tools that support the implementation of the Indonesian National Qualification Framework curriculum. The development of this researcher uses research procedures that adapt from the 4-D model. The results of the research phase I expert material assessment showed that the CAM Course Semester Learning Design and CAM Teaching Materials had met the criteria very suitable for use of the CAM learning equipment, then based on the assessment of college student students that the CAM Study Semester Learning Design and CAM Teaching Materials had met the criteria suitable for used as a CAM learning device. The results of the effectiveness test showed that the posttest value increased significantly from the pretest value and based on the results of the t-test the average posttest and pretest showed a significant difference.
