  • The planning literature needs to recognize the normative consequences of valuation and its implications for instruments of land policy. The normative implications range from increasing or decreasing the value of land, restricting free-land use, failure to deal with competing demands of the stakeholders, the absence of ethical standards, and conflicting loyalties (the state, citizens, agencies). With two illustrations, we have presented some evidence to support our claim that these normative consequences are prevalent in both global North and South. From this point forward, we can see two possible ways to deal with the normative consequences. The first is by exploring operational implications, and the second is via investigation of the ethical implications of the valuation of land. To build a more informed and academic consensus, we need theoretically and empirically to explore the normative consequences of valuation. Only by losing our way in the complex epistemological and empirical (normativity) rabbit hole might we find potential ways to deal with normativity.
