  • Recently South Africa has undergone extraordinary political changes. Since politics and education are intertwined, the need for a new educational dispensation is seen as a necessity given the political transformation currently being experienced in South Africa. In order to meet this need for renewal in the educational system, the HSRC has launched a research programme with 'relevant education' as the central theme. One of four subthemes identified was the establishment of a new educational theory, that will comply wi th the needs and demands of all inhabitants of South Africa. The current educational model being used in South Africa is mainly focussed on the needs and demands of the Whi te population. Political renewal necessitates that this educational model be replaced with a system that will take the needs of all South Africans into consideration.Education is not an isolated phenomenon but is in great part shaped and directed by contextual factors _ Contextual factors in turn must be taken into consideration in order to establish a new educational theory that is functional and effective _ The aim of this study is therefore to identify both the nature and the implications of the contextual setting_ With regard to the implications of a contextual setting we can say that they act as conditions or restricti.ons that have to be taken into consideration in the establishment of a new educational model. For the purpose of this study the context in which education is situated, was divided into five systems ,namely the demographic-, the soc io-cultural-, the economic- , the seience-technolog ieal and -xiiithe political system. A few implications that these contextual factors hold for education can be summarised as follows:Financing of the growing demand of education has proven to be one of the greatest difficulties experienced by South-Africa. The financing of education is being hampered by low economic growth and a high growth in student numbers. Education is already the biggest item on the general state budget and represents 6,2 percent of the Gross Domestic Product (GOP). This level of expendi ture is considered as high as the economy can support in present circumstances. A cost effective and efficient education will have to be found.The current educational system does not focus adequately on the manpower needs of South Africa. There seems to be an imbalance between the needs of the labour market and knowledge or skills being taught at school. Renewal of the education system is necessary to make it more related to the manpower needs of South Africa.There seems to be no congruency between the Westernorientated school and the socio-cultural background as well as frame of reference of the Black child. Many Black children are not ready to take the leap from their Third World setting to the Western-orientated school. The result of this is that many Black children fail in school or experience hindrances in their academic progress. A. new educational model and a new education system will have to take the socio-cultural background, frame of references and needs of the Black child into consideration more so than the current educational system.In the establishment of a new educational model it is important to take the implications of the contextual factors into consideration. If a new educational system and a new educational model do not take these factors into consideration and for example supposes that there are sufficient economic resources to extend the current whi te educational standerds to Black education, it will prove ineffectual.
