The sharp increase in oil prices, and the concomitant rise in oil import bills for the large majority of the developing countries, resulted in growing interest in energy demand policy. An improved understanding of the sectoral components of energy consumption is increasingly necessary for the framing of energy conservation policies. It is also necessary to ensure that fuel substitution policies are consistent with sectoral and functional energy demands, as other forms of energy do not have the same flexibility as oil and cannot be readily substituted for oil in all sectors. Related to this rising policy interest, increased efforts have recently been made, both by countries and international organizations, to gather data on energy consumption in the major end use sectors. While there are still many gaps, a sufficient data base now exists to give some new and useful insights on the structure of energy demand by sectors - and thus improve energy planing capabilities. This paper describes the structure of energy demand both over time and across countries, and to use this analysis as a basis for discussing the potential for conserving energy, particularly oil, in the different demand sectors.
