In one of their articles they acknowledge that administrative savings under the Canadian model would not be enough to cover long-term care services, while in a later article they claim that the administrative savings would be sufficient to cover these services as well.4 One of their articles actually uses utilization response estimates that we developed in an earlier study without noting that these estimates ($12 billion) applied only to a program with substantial patient cost sharing.5 They now ridicule the same empirical model used to develop those estimates because it shows a larger utilization increase when cost sharing is removed, despite the solid empirical basis for this conclusion.
