An attribute-balancing heuristic for the design and realignment of response districts for services is proposed and demonstrated. The heuristic is designed to generate response areas or regions for multiple service centers or providers in order to achieve the logistical goal of providing service calls that maximize the joint utility of the consumer and provider. The heuristic may be used to design districts for services for which a criterion of equity, such as profitability, sales potential, population, or workload, is available. The approach is demonstrated for 2 call-based services for which criterion of equity focuses on the balancing of interdistrict workloads. One demonstration uses simulated data for a 15-district planning region with fixed service-base locations. The other applies to the realignment of primary response areas for a county ambulance service.
