  • The California Coastal Zone Conservation Act of 1972 is one of the most stringent of its kind in the US. In order to preserve natural resources, the Act empowers the Coastal Commission to regulate littoral development, including land within 5 miles of the coast, by means of development permits. This paper provides an examination of the Act's financial and environmental impacts on land use and housing costs in California. Analysis of Act-related costs shows that the primary burden of extra costs have fallen on home buyers, since market conditions have allowed builders to pass on almost all the extra costs. Primary benefits to the general public have been the protection of natural resources, though certain trade-off costs are involved.
