Since the Rio Earth Summit in 1992,, it has been proven that cities are essential fostering climate change. According to this, the Climate Plan is an initiative involving citizens, since many of the actions tend to result in a transformation of uses and cultures with future intelligence that can only be achieved if people embrace it. The main effects will be the gradual increase of temperatures and the reduction of fresh water availabilty, changes in the frequency of heat waves and in the effects derived from these impacts.
