TO WHAT EXTENT HAVE THE IN-SCHOOL AND SUMMER NYC PROGRAMS PREVENTED HIGH-SCHOOL DROPOUTS AND IMPROVED THE LABOR MARKET PERFORMANCE OF ITS ENROLLEES. IT WAS FOUND THAT THOSE WHO ENROLLED IN BOTH AN IN-SCHOOL AND SUMMER PROGRAM GAINED THE LARGEST LABOR MARKET BENEFITS. THE SUMMER PROGRAM ALONE, YIELDED NO DIRECT MONETARY BENEFITS BUT MAY WELL BE JUSTIFIED ON OTHER SOCIAL OR POLITICAL GROUNDS. THE COMBINED PROGRAMS YIELDED A POSITIVE RATE-OF-RETURN AND CAN BE CONSIDERED AN EFFICIENT LABOR MARKET INVESTMENT. HOWEVER, YOUTH-CORPS ENROLLMENT DID NOT INCREASE THE PROBABILITY OF HIGH-SCHOOL GRADUATION FOR THE SAMPLE OF ENROLLEES AS A WHOLE, ALTHOUGH BLACKS AND OTHER MINORITIES SHOWED POSITIVE EFFECTS.
