Whether certain types of wage-setting systems and industrial relations are more likely to improve or to worsen the employment situation is disputed among social scientists as well as politicians. This paper uses the results of surveys that were carried out in 2000 and 2001 among senior business executives from 36 countries. In these surveys, the managers characterized the wage-setting systems and the industrial relations of their respective countries. This paper conducts multiple regressions incorporating the survey results and finds that decentralized wagesetting, productivity-oriented remuneration, cooperative industrial relations and limited union power lead to lower unemployment and a higher level of employment, particularly among the problem groups of the labor market. On the other hand, a binding statutory minimum wage generally does not seem to affect the employment situation. [PUBLICATION ABSTRACT]
