Family policy in Postwar Germany has primarily been part of social policy since German policy makers rejected any form of active population policy. The experience of birth decline and persistent low fertility, however, indicates the failure of neglecting population policies. This paper is a plea for a radical reorientation of family policy. Family policy must attach more importance to the need of increasing "child quantity" (higher fertility) and of improving "child quality" (better education). Gary Becker's theory of fertility is the starting point of the analysis. He argues that parental benefits and costs of children determine the "quantity and quality of their children" (the preferences are assumed to be constant). Therefore an effective family policy must fulfill the requirements of increasing the parental benefits and/or decreasing the parental costs of children.
