The purpose of the paper is (1) to analyze the incentives for a vertically integrated input monopolist to engage in price-discrimination when there is down-stream entry, (2) to examine the question, whether a cost-based regulation of access charges for electricity grids promotes competition in the downstream-market. We find that there are two types of equilibria — entry-deterring and entry-accomodating. The paper shows that the incumbent will block entry if the entrant is less efficient; if the entrant is more efficient the entry-accomodating equilibrium occurs. Suprisingly, there is no guarantee that a cost-based regulation of access charges generates competition in the downstream-market.
