Months of heavy rainfall and rampant flooding have taken a toll on health-care systems throughout southern Africa, sparking outbreaks of cholera in Mozambique, cutting off access to rural health clinics in Zambia, and raising fears that larger problems may be on the way. In Zambia, although rural areas had little preparation, Lusaka's city council worked ahead of time this year to put lime in latrines, preventing bacteria from contaminating the water supply and helping the city to avoid cholera outbreaks, said UNICEF's Sylwander.
