  • Yet these are not simply case studies, nor are they connected in time and space as part of a larger set of arguments about the transnational character of resistance to Victorian imperialism-its "chaotic pluralism," as historian John Darwin once termed it (The Empire Project: The Rise and Fall of the British WorldSystem, 1830-1970 [Cambridge University Press, 2009], 3). [...]not least, is the cow protection unrest of 1893 to 1894, which centered on clashes between sabhas who sought to rescue cows being sacrificed and Muslim worshipers during the festival of Bakr-Id. Each one of these metanarrative discussions is effective at illustrating: (1) the extent to which official opinion in London and on the ground was fearful about the threat to security such so-called minor disturbances posed; (2) the role of the press, whether imperial or nationalist, in covering the riots and fueling speculation about the threats to British rule they represented; (3) the ways in which disorder revealed the incompetencies of the so-called ruling race for all to see, but especially for ordinary Indians, Irish, or Creoles to witness; and (4) the incidences of counter-insurgent practices that kept the disruption alive in order to prove Britain's capacity to restore order.
