• A conceptual framework far the treatmen tof the international terrorism problem in the contemporar y worfd is developed in this article. Sorne considerations over the 'permanent state of crisís' eperienced as a characteristic of the Global System, and over the capacit yeach state has to regulate crisis and conflict and todeal with comple political emergen­ cies are being made. The operabilit yo fo perational programmes apd the response to terrorist threats is analysed from a neo-realist pers pective. The author introduces sorne other considerations he considers ap pro­ priate to deal with crisis and the phases that follow such crisis, including issues of interna/ and eterna/ legitimacy. He final/ y adds sorne other considerations of the e volution of the strategíc balance at the global level.
