  • Public Administrations tend to find the most appropriate formula, in relation to internal resources and skills, to significantly influence design outcomes for the construction and operation phases, through: - the development of processes in which the originator (in this case the PA) has full control from the start and is at the head of the supply chain; - the demand for collaborative and systemic design based on information modeling (BIM), on the paradigm of performance simulation, on building operationality, on digital data; - the integration of design and construction phases, providing at the same time the management services in view of the building Life Cycle; - the possibility to select the designer not only on the quality of architectural design, but especially on the basis of how will manage the relationship between the processes that generate the product; - the involvement of builders and managers from the earliest design stages, in order to reduce the adversarial approach between the actors and to avoid the definition of executive and managerial projects inadequate to constructability and operability of the building; - the award of contracts and concessions in a transparent, objective and binding way, using methods able of evaluating the different alternatives from a technical and economic point of view on the basis of computationality. 2. Among these, particularly significant in relation to the objectives of the work, were: - the lack of a structured upgrade activities of the professionals; - the inadequacy of current organizational models of the process, as it is no longer in line with the new tools and new methods of organization and management that aim to improve the synergy between client and main contractor; - the inadequate use of IT tools for the collection and management of the enormous amounts of data generated during the different stages; - the difficulty of integration and exchange of information between the various actors of the process; - the unsuitability of the methods of evaluation of tenders submitted for participation in the tender, which in many cases are not fully comply with the principles of transparency and objectivity required; - the widespread use of award criteria based on lower price (which takes into account primarily the economic aspect, neglecting those relating to design quality), rather than the most economically advantageous tender (MEAT)5. [...]it was possible to insert some thresholds (of preference or indifference) and the software is integrated with a simple "tool" for aiding the selection and structuring of the "preference functions" between the six possible types, including the possibility to do not enter any threshold. The final ranking is easy to read by means of numerical and graphical results where the GAIA extension also allows to generate suitable diagrams to understand strengths and weaknesses of each tender (see Fig. 1). [...]the use of PROMETHEE shown the following advantages: - it was not necessary to provide in advance for data normalization to the elements of quantitative assessment as they can be used in their own units of measurement; - it was not shown the danger of "compensation" among criteria as the method belong to the "outranking" family; - the judgments expressed by each commissioner are results that can be easily integrated; - the procedure is simple and the obtained results are easy to be read.
